Yusuf Tekin was born in Tortum, Erzurum in 1970. Having completed his primary school and high school education in Rize, Tekin graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration in 1994.

Tekin started his professional career as a research assistant at Cumhuriyet University, Faculty of Economics and Administrative Sciences, within School of Public Administration and Department of Political and Social Sciences. He completed his master's degree in 1997 and his PhD in 2002 in the field of politics and social sciences.

Yusuf Tekin was appointed as a lecturer at the Tokat Gaziosmanpaşa University, Faculty of Economics and Administrative Sciences, Department of Public Administration. Working as an assistant professor at the same faculty until 2007, Tekin became an associate professor at the department of political and social sciences in the same year.

Yusuf Tekin was appointed to the Faculty of Security Sciences at the Police Academy in 2009 and as the Deputy Minister of Youth and Sports in 2011.

Tekin was inaugurated as the Undersecretary at the Ministry of National Education in 2013 and served as the chairman of the board of trustees of Kırgızistan-Türkiye Manas University between 2015 and 2018.

Tekin returned to the higher education and became a faculty member after the office of undersecretary was terminated during the transition to the Presidential Government System. He became a professor at the Ankara Yıldırım Beyazıt University, Faculty of Political Sciences, Department of Political Science and Public Administration.

Yusuf Tekin was appointed as the Rector of the Ankara Hacı Bayram Veli University on September 15, 2018.

Tekin was appointed as the Minister of National Education on June 4, 2023 while he was serving as the rector.

Tekin is married and has three children. He speaks English fluently.
